Jarrell Downtown Revitalization Project


Project Summary

Vibrant and attractive downtowns don't just happen. It starts with a vision that is defined and then put into action. The city of Jarrell, Texas has expressed a desire to revitalize downtown Jarrell and that starts with a vision for the future of downtown.

The Jarrell Economic Development Corporation has retained Pegasus Planning to create a vision plan for downtown Jarrell. This project will take approximately four months to complete and will take place in three phases.
  • Phase one will include developing baseline mapping of downtown Jarrell and obtaining input from Jarrell residents and businesses to understand their interests for the down-town.
  • Phase two will include the development of draft reports and the selection of a final downtown vision.
  • Phase three will be comprised of a final presentation of the vision report to the Steering Committee and 4B Corporation and submittal of the report to the City for approval and im-plementation.

Participation in this project by Jarrell residents, business own-ers, and employees is vital. Please take a few moments to fill out the online survey. The information you provide is invaluable.

You may also want to attend the City Council Meeting on November 18th at 7pm at the Community Center in Memorial Park when the final report will be submitted to the City for approval.

Sean Garretson, AICP
President
Pegasus Planning


Sean Garretson has provided solutions to his public and private sector clients in land use and community and economic development for the past 16 years. He was responsible for economic development activities for a Council of Government and a large public utility in Central Texas. In his areas of expertise, he has managed land planning for a large civil engineering firm, and has led consulting projects for two of the nation's largest economic development consulting firms.

Mr. Garretson received a BA in Anthropology from George Washington University and an MS in Community and Regional Planning with a Specialization in Economic Development from the University of Texas-Austin. He is a certified planner (AICP) with a specialization in eco-nomic development. Mr. Garretson serves on several revitalization boards in Austin, includ-ing one in which he chairs the board of an attainable housing non-profit.
 

Erin Wingerter
Project Manager
Pegasus Planning


Ms. Wingerter has an extensive background in the economic and business consulting arena, having worked for CRA International and ERS Group -- both highly recognized in the fields of analysis. Ms. Wingerter joined Pegasus Planning in 2008 as a project manager.

Ms. Wingerter received a B.A. in Business and Economics with a minor in Psychology from Wheaton College in Wheaton, Illinois. Ms. Wingerter currently resides in Austin, Texas where she participates in a number of community activities including the Austin Women's Soccer League.
 

J.C. Schmeil, AIA
Architectecture/Urban Design


J.C. Schmeil spent his itinerant youth in Geneva, Stockholm, Abidjan and Tokyo. Upon gra-duating from the American School in Japan, he enrolled at Stanford University, from which he received a B.A. in International Relations in 1990. Before discovering architecture, J.C. toiled in New York City as a copper and precious metals trader. After taking his boss literally at the statement "Ishi no ue ni mo san nen," he left to pursue a Master of Architecture de-gree at the University of Texas. His subsequent work experience includes stints with Pritzker Prize laureate Christian de Porzamparc in Paris, Arai/Jackson Architects in Seattle, Black + Vernooy Architects, and KRDB in Austin.

J.C. is a registered architect in the state of Texas, and is a member of the American Insti-tute of Architects, the Texas Society of Architects, and the US Green Building Council. He lives in Austin, Texas with his wife Ashley, sons Corbin and Beckett, and dog Toba.
 

Chris Holtkamp, AICP
GIS and Land Planning


Mr. Holtkamp began his career working with Geographic Information Systems (GIS) at the City of Loveland, Colorado. In 1999 he worked at the Lower Colorado River Authority as a GIS Analyst. In 2001 he transferred to the Community and Economic Development department and began work in community planning.

Since 2001 Mr. Holtkamp has led the development of Comprehensive Plans for a number of cities throughout the Central Texas region. These plans address land use, economic development, housing, downtown revitalization, historic preservation, and community development. GIS is used extensively throughout the planning process to provide additional analysis and mapping to the process.

Mr. Holtkamp has a BA in Geography from the University of Texas at Austin and Masters in Geography from the University of Denver. He received his AICP certification in May 2006.
